- In a large bowl, mix cooked rice, egg, milk, basil, salt, and pepper until evenly combined.
- Heat a nonstick skillet over medium heat and lightly coat with oil.
- Scoop about 2 tablespoons of the rice mixture and form into a compact patty.
- Place patties in the skillet and cook for 2–3 minutes per side, or until golden brown and crisp on the edges.
- Transfer rice cakes to a plate lined with paper towels to soak up any excess oil.
