- Preheat your oven to 350°F (175°C). Grease a 9×13-inch baking dish.
- In a large bowl, whisk the devil's food cake mix, eggs, oil, and water until smooth.
- Pour batter into the prepared pan and bake for 25–30 minutes, or until a toothpick comes out clean.
- Let the cake cool for 10 minutes. Poke holes all over the top using the handle of a wooden spoon.
- Slowly pour sweetened condensed milk over the cake, allowing it to seep into every crevice.
- Drizzle caramel sauce evenly over the surface.
- Spread whipped topping into an even layer on the cooled cake.
- Sprinkle chocolate-covered toffee bits and chopped pecans (if using) on top.
- Chill in the refrigerator for at least 1 hour before slicing and serving.
