- Preheat oven to 400°F (200°C). Spray a 9×13-inch casserole dish with nonstick cooking spray.
- In a large skillet over medium heat, brown the ground beef until no pink remains. Drain excess fat.
- Add diced onion and garlic to the beef; cook until the onion is translucent, about 3–4 minutes. Season with salt, pepper, and parsley.
- In a small bowl, whisk together sour cream and milk until smooth.
- Layer half of the potato slices in the bottom of the prepared dish. Top with the beef mixture and 1 cup of cheddar cheese.
- Repeat layers with remaining potatoes and cheese, then pour the sour cream mixture evenly over the top.
- Bake for 35–40 minutes, or until potatoes are tender and cheese is bubbly and golden.
- Let stand for 5 minutes before serving. Garnish with fresh parsley if desired.
