- Begin by rinsing the dried chipped beef under cold water to remove excess salt. Pat dry with paper towels and roughly chop into bite-sized pieces.
- In a large skillet over medium heat, melt the butter until it begins to foam.
- Sprinkle the flour over the melted butter, whisking continuously to create a smooth roux. Cook for about 2 minutes until it turns slightly golden and gives off a nutty aroma.
- Gradually pour in the milk while whisking vigorously to prevent lumps from forming. Continue whisking until the mixture thickens into a smooth, creamy sauce, about 3-5 minutes.
- Add the chopped chipped beef to the sauce, stirring to incorporate. Reduce heat to low and simmer for about 5 minutes to allow the flavors to meld.
- Season with cayenne pepper, black pepper, and Worcestershire sauce if using. Taste and adjust seasonings as needed (be careful with adding salt as the beef is already salty).
- Toast the bread slices until golden brown.
- To serve, place two slices of toast on each plate and generously spoon the creamy chipped beef mixture over the top.
- Garnish with freshly chopped parsley for a pop of color and fresh flavor.
