Method
 

  1. Combine the 1 cup of white sugar and 1 cup of water in a small saucepan.
  2. Place the saucepan over medium heat and stir gently until the mixture comes to a simmer.
  3. Reduce the heat to low and continue to simmer for 2-3 minutes, stirring occasionally until all sugar has completely dissolved and the liquid is clear.
