- Place bulgur in a bowl and cover with 1/2 cup warm water. Let it soak for 10 minutes until tender, then drain any excess liquid.
- In a large mixing bowl, combine chopped parsley, mint, tomatoes, and green onions.
- Add the soaked bulgur to the bowl and toss with lemon juice and olive oil.
- Season with salt and pepper. Taste and adjust seasonings as needed.
- Chill in the refrigerator for at least 1 hour to let flavors meld.
- Serve cold or at room temperature as a refreshing side or mezze.
