- Preheat your oven to 350°F (175°C) and lightly grease a 9x13-inch baking dish.
- In a large skillet over medium-high heat, cook the sausage, breaking it apart with a spoon until browned and no longer pink, about 5-7 minutes. Drain excess fat.
- Spread the thawed hash browns evenly in the bottom of the prepared baking dish.
- Sprinkle the cooked sausage over the hash browns, then add the diced onions and bell peppers.
- In a large bowl, whisk together the eggs, milk, garlic powder, salt, and pepper until well combined.
- Pour the egg mixture evenly over the hash brown and sausage layer.
- Sprinkle the shredded cheddar cheese evenly across the top.
- Cover with aluminum foil and bake for 50 minutes.
- Remove the foil and bake for an additional 10-15 minutes or until the center is set and the top is golden brown.
- Let the casserole rest for 10 minutes before cutting. Garnish with fresh chives before serving.
