- In a large saucepan, combine rice and 1½ cups cold water. Bring to a boil over medium-high heat.
- Reduce heat to low, cover, and simmer for 15-18 minutes until water is absorbed and rice is tender.
- Add milk, cream, sugar, and salt to the cooked rice. Stir to combine.
- Increase heat to medium and bring mixture to a gentle simmer. Cook uncovered for 15-20 minutes, stirring frequently to prevent sticking, until mixture begins to thicken.
- In a small bowl, beat the eggs. Slowly add ½ cup of the hot rice mixture to the eggs while whisking constantly (this tempers the eggs and prevents scrambling).
- Gradually pour the egg mixture back into the saucepan with the rice, stirring continuously.
- Add golden raisins, vanilla extract, cinnamon, and nutmeg (if using). Cook for an additional 2-3 minutes until pudding thickens further.
- Remove from heat. The pudding will continue to thicken as it cools.
- Serve warm or chilled, with an additional sprinkle of cinnamon on top if desired.
