- In a medium saucepan, whisk together sugar, cocoa powder, flour, and salt until the dry ingredients are fully combined.
- Slowly pour in the milk while whisking constantly to form a smooth, lump-free mixture.
- Place the pan over medium heat. Continue whisking until the gravy thickens and gentle bubbles appear around the edges, about 5–7 minutes.
- Remove from heat and immediately stir in vanilla extract and butter until melted and glossy.
- Pour hot chocolate gravy over split biscuits, pancakes, or waffles and serve right away.
